The Foreign Office on Thursday dismissed US media reports claiming that a man arrested in Delaware for plotting an attack on a police station was Pakistani, confirming instead that the suspect is an Afghan citizen
According to the spokesperson, the individual—detained on charges related to illegal weapons and planning an assault—has no connection to Pakistan. Initial US reports had described him as Pakistani, but officials later recovered his Afghan identity documents showing he hails from Herat province and had been living in Peshawar, Khyber Pakhtunkhwa.
The suspect, identified as 25-year-old Luqman Khan, was arrested on November 24 in the Canby Park West area after police flagged down a suspicious truck. Authorities said he resisted multiple commands to exit the vehicle before being taken into custody.
A subsequent search of the truck uncovered a pistol, ammunition magazines, and documents that allegedly outlined an attack plan. The paperwork reportedly contained phrases such as “kill them all and embrace martyrdom”, along with detailed instructions on avoiding arrest, using various weapons, and executing the assault—indicating what police described as a meticulously preplanned attack.
Although the exact motive remains uncertain, media reports claim Khan told investigators that seeking martyrdom was a noble act. Among the materials seized was a map of the University of Delaware Police Department, complete with entry and exit route markings and the name of a specific police officer.
Police promptly alerted the FBI, which conducted a raid on the suspect’s residence the following day and recovered additional weapons. The FBI has also confirmed that Khan is enrolled as a student at the University of Delaware, and that its police department appeared to be his intended target.
Khan is expected to appear in court on December 11 as the investigation by state authorities and the FBI continues.
