Chinese artificial intelligence startup Moonshot AI has apologised to subscribers after its Kimi K3.1 Pro launch was hit by rate limiting and unnecessary quota consumption, and has offered to reset part of their monthly usage.

Beijing-based Moonshot said on its Kimi account on X that it would reset the monthly quota of all subscribers by 25 percent, which it said equals one week’s usage. Subscribers who have used less than 25 percent of their quota will have their usage reset to zero.

The company also said it had adjusted parameters to reduce unnecessary subagent calls and output length. In AI tools, subagents are smaller helper agents that a main assistant delegates tasks to, while output length refers to the total number of tokens, or pieces of text, generated in response to a prompt.

Capacity strain after a major launch
Moonshot had previously faced computing capacity problems after the launch of K3, its earlier model, according to Reuters. The latest apology underlines how quickly demand for advanced AI assistants can overwhelm the computing infrastructure behind them.

Chinese AI laboratories are suffering from computing shortages following US chip export controls, Reuters reported, which limit their access to some of the most advanced processors used to train and run large AI models.

Kimi is Moonshot’s AI assistant, designed to handle long documents, research tasks and complex multi-step work by breaking jobs down and delegating parts of them to subagents. That agentic style of working can produce powerful results, but it also consumes far more computing power than a simple one-shot answer, because each delegated task generates its own output.

When too many users hit the system at once after a launch, companies typically respond with rate limits, which slow or temporarily restrict how much each user can do. Moonshot acknowledged that in this case the limits, combined with quota being consumed unnecessarily, left subscribers frustrated.

What the quota reset means for users
The 25 percent reset effectively gives every subscriber back about a week of their monthly allowance, regardless of how much they had already used. For lighter users, the reset to zero is even more generous, wiping their recorded usage for the month so far.

The parameter changes are intended to cut waste at the source: fewer unnecessary subagent calls and shorter outputs should mean that future tasks consume less quota while still completing the work users asked for.

The episode is a reminder of the growing pains facing AI companies as their tools move from simple chatbots to autonomous agents that plan, delegate and act. Each step forward in capability brings a corresponding jump in computing demand, and launches that succeed too well can strain the very systems they are meant to showcase.

For users, the practical lesson is to watch quota consumption closely after major model launches, when systems are under the heaviest load and usage patterns may behave unpredictably. For providers, the challenge is to scale capacity and efficiency together, so that a successful launch does not become a customer-service problem.

Moonshot has not said whether further compensation will follow if problems persist, but the public apology and the quota reset signal that the company is treating the launch issues as a priority.
