Top officials from the Mecca Pact countries of Saudi Arabia, Turkey and Pakistan are set to meet Iranian officials in Tehran on Monday to discuss regional coordination, according to two people with knowledge of the matter cited by Reuters.

Saudi Arabia will be represented by Defence Minister Prince Khalid bin Salman, and Pakistan by army chief Field Marshal Asim Munir, the sources said on condition of anonymity. The Turkish head of intelligence will also join the meeting, one of the people said.

The Saudi government media office and Pakistan’s military media wing did not respond to Reuters’ requests for comment. The report was described as a developing story, and no official confirmation of the meeting had been issued at the time of reporting.

The three countries are parties to the Mecca Joint Defence Agreement. According to reports, the pact was signed in Mecca on August 7, with the leaders of the three countries agreeing to consider an armed attack targeting any one of them as an attack on all three. The agreement is intended to strengthen security cooperation through a shared defence arrangement.

Senior officials from the pact countries have met before in recent weeks. After a meeting of the Mecca defence pact in Riyadh on October 5, Turkey’s Foreign Minister Hakan Fidan, Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar, and Saudi Arabia’s Foreign Minister Prince Faisal bin Farhan Al Saud were photographed leaving the talks together.

The expected Tehran meeting comes at a time of heightened tension in the region. Iran’s Foreign Minister Seyed Abbas Araghchi has said that the administration of the Strait of Hormuz and the routes through the waterway will not return to how they were in the past, following what he described as fundamental and strategic changes in West Asia. He said the region’s security must be ensured by regional countries, and that Iran was ready to cooperate with all regional countries.

United States President Donald Trump has said it is getting to be decision time on whether to strike a deal with Tehran or resume attacks, while reports said Qatari mediators were in Tehran on Sunday as part of an effort to de-escalate regional tensions in coordination with the United States.

Beyond regional coordination, no further agenda for the Tehran meeting has been confirmed publicly, and it remains to be seen whether the talks will produce any joint statement or concrete outcome.
