The Jammu and Kashmir government has notified the Jammu and Kashmir Private Universities Rules, 2026, clearing the way for reputed private universities to set up campuses in the Union Territory, officials said on Saturday.

Under the new framework, private universities will have to reserve at least 25 per cent of their sanctioned student intake in each academic programme for candidates holding domicile of Jammu and Kashmir. The rules also make it compulsory for the institutions to fill at least 25 per cent of their sanctioned teaching and non-teaching posts from among Jammu and Kashmir domiciles.

The rules, notified by the Higher Education Department, lay down detailed provisions governing the establishment, functioning, admission procedures, employment, infrastructure, financial management and regulatory oversight of private universities in the Union Territory. The category-wise distribution within the domicile quota will be governed by the Jammu and Kashmir Reservation Act, 2004, the Reservation Rules, 2005, and the Grant of Domicile Certificate (Procedure) Rules, 2020, along with subsequent amendments and government instructions.

Regulatory oversight and penalties

The framework provides for a time-bound mechanism for processing applications from sponsoring bodies seeking permission to establish private universities. An expert committee will scrutinise proposals, while the Jammu and Kashmir Private Universities Regulatory Authority will exercise regulatory oversight, including inspections of institutions. Violations of the rules will attract stringent penalties.

Chief Minister Omar Abdullah congratulated Education Minister Shamim Firdous on the notification, describing it as a significant step towards strengthening the higher education sector and expanding educational opportunities for local youth. According to the Chief Minister’s office, the Chief Minister said the initiative would encourage the establishment of reputed institutions and create greater educational and employment opportunities for young people.

The Chief Minister said the rules would facilitate the setting up of reputed national and international institutions in Jammu and Kashmir, attract institutional investment and promote excellence in teaching, research and innovation across disciplines, including science, technology, engineering and mathematics, medicine, law, business studies and liberal arts. The framework aims to improve access to quality higher education within the Union Territory and position Jammu and Kashmir as a competitive destination for higher learning and research.

The Jammu and Kashmir Private Universities Bill, 2026, was passed by the Legislative Assembly during the Budget Session earlier this year and received the assent of the Lieutenant Governor, becoming an Act. The notification of the rules follows the Act and sets out how private universities will be approved and regulated.
